are these closed in on the bottom?

No they are bell boots. They are designed to stop the horses from damaging the front ankles if they over reach

What is the size guide

I have a thoroughbred and medium fit him. Same with a quarter horse

what size should i get for a 16.1 thoroughbred?

There are size charts on the internet for some bell boots but I can’t find a classic equine size chart. Based on height alone probably a large, but you can still have smaller or larger feet. I have a 16.1 Holsteiner and a QH that need extra large. I have a TB and he wears mediums he is about as tall as the others. I would look at the other size charts available and just measure your horse. I would say my medium of this brand are the same as professional choice brand.
