I have a Solex lithium battery foldable scooter. Will this fit and stay on?

Yes. It fit my husband's perfectly. He had a go go elite scooter.

Will this work with the Rascal scooters ?

It did not work well with our scooter. Everything would fall out when broken down and not enough leg room. Have no idea for you. Try it!!!

Will this hold a 32 ounce bottle?

Hi there, thanks for the question. The side bottle holders are 3" wide and deep. There's a bit of stretch but not very much - if it's a taller 32 oz. bottle it should fit but it would be best to measure the width of the bottle, and there are cinch locking cords to hold it in place.
