Does this product provide protection to the cord from foot traffic?

The product does not give much protection to the cable from being stepped on. It's a thin material. It would not be suitable for cables that could be damaged if stepped on. The point is the keep the cable in place and reduce the tripping hazard. That it does well.

Can this cord cover be cut to shorter lengths without fraying or unravelling?

ABSOLUTELY, I HAVE CUT SEVERAL OF THEM AND IT DOESN'T FRAY, EVEN WITH VACUUMING OVER IT. ITS NYLON SO YOU COULD ALSO MELT IT A BIT WITH A MATCH, BUT I DON'T THINK YOU WOULD NEED TO. WE LOVE IT.

Would this work on Ruggable rugs? They are fine closed loops.
